Charity boss criticises 'narrow perspective' of government

The head of the Association of Chief Executives of Voluntary Associations (Acevo) has said the voluntary sector is being hindered by government barriers to effectively competing for contracts.
The Financial Times reports Stephen Bubb believes a "narrow perspective" from Whitehall means it is hard for charities trying to compete against private firms.
According to the paper he said a key factor was a lack of spare cash available to spend on consultants when submitting eye-catching bids.
Quoted by the Financial Times, Mr Bubb said the growth of charity provision of public services "has not gone as fast and as in depth as we want it".
An example given in the report mentions social benefit obstacles, saying a charity bidding for a 'meals on wheels' scheme might improve customers' lives by spending time talking to them, even though a strictly commercial operation could do just as much in terms of handing out required numbers of meals.
