Incapacity benefit is to be scrapped in favour of a new support scheme, it is revealed.

The Department for Work and Pensions is introducing Employment and Support Allowance, which it hoped will get one million people off incapacity benefits by 2015.

Secretary of state for Work and Pensions James Purnell says the Employment and Support Allowance "will offer the help and support disabled people and people with ill health are telling us they want in order for them to get back to work".

Coming into effect today, the measures mean that within weeks of making a claim, consumers will have their capability assessed by an expert.

This will be carried out by a healthcare professional through the new Work Capability Assessment.

It is suggested by the department that the proposals will help to consider what people can do rather than what they cannot, with those able to work given the support they require.

Incapacity benefits came into force on April 13th, 1995.
