Figures from the Office of National Statistics (ONS) show a 46 per cent drop in the number of civil partnerships registered in 2007.
Last year 8,728 same-sex couples formed partnerships, less than half the amount registered in 2006, the first full year in which the unions were permitted by the Civil Partnership Act.
Other trends published include London remaining as the most popular region in the UK in which to register a partnership.
The ONS said: "Almost a quarter (24 per cent) of all civil partnerships took place in London, whereas the region accounts for only 12 per cent of the UK adult population."
Eleven per cent of men and 23 per cent of women forming a civil partnership in 2007 had been in a previous marriage or civil partnership, figures similar to 2006.
The view of the B P Collins Family law team is that this was to be expected since Civil Partnerships have only been possible since December 2005, so 2006 was the first full year to enter into a Civil Partnership.
