Personal injury system reforms criticised

Insurers and manufacturing industry members have criticised new government proposals on personal injury reform, calling them a "missed opportunity".

The Association of British Insurers (ABI) and manufacturing representative EEF were reacting to a consultation paper on the claims process for personal injury.

The Department for Constitutional Affairs document proposes a system based on early notifications of claims, promotion of early admissions of liability and the removal of unnecessary work from the current process.

But ABI director general Stephen Haddrill said: "These proposals can only be the start of a programme of much-needed reform. Many claimants will remain stuck in a slow, complex and expensive system that denies them speedy compensation and care."

EEF director of health, safety and environment Gary Booton said the proposals did not "go far enough" in streamlining the current system to speed up claims.

The consultation paper includes a recommendation not to raise the small claims limit for personal injury above the current £1,000 mark. It also says the small claims limit for housing disrepair should remain at £1000 for disrepair and £1000 for damages.
