Younger motorists may face a legal blood alcohol limit of zero following a report from Britain's chief medical officer.
Sir Liam Donaldson said it should be made an offence for motorists between 17 and 20 to take to the road with any alcohol in their systems.
Road accidents are the leading cause of death among 16 to 18-year-olds, with drivers aged 17 to 18 having 1,080 drink-drive accidents in 2005, according to government statistics.
Mr Donaldson said: "I'm aware that this is a controversial recommendation, but I believe it will save lives."
A zero limit for young and novice drivers already exists in 14 European countries, with similar rules in place in a number of Canadian provinces and Australian states.
According to the Times, the RAC said a two-tier system would further complicate drink driving legislation, with a spokesman saying: "The drink-drive limit should be lowered for everyone."
