The National Association of Estate Agents (NAEA) has called on the government to take action on the existing home information packs (Hips) legislation.
Peter Bolton King, chief executive of the NAEA, said given present economic conditions the government needs to take "urgent action" to address the failings of the scheme.
Arguing that Hips are "not fit for purpose", Mr Bolton King stated that, rather than helping to improve the house buying and selling process, the packs are proving to be an additional burden to consumers.
"The time has come to rectify the situation and come up with a system that works cohesively and efficiently for both buyers and sellers," he commented.
In order for them to be of use, the packs should only contain a sellers' questionnaire, an energy performance certificate and the Land Registry title, Mr Bolton King added.
The Association of Home Information Pack Providers recently welcomed the government's review of the scheme, which was intended to further enhance the information contained within the packs.
It claimed that Hips had already lowered costs for consumers and reduced the time taken to exchange contracts between buyers and sellers.
