MP changes position on planning commission proposal

Labour MP Clive Betts has changed his position on proposals for a planning commission, following a compromise with the government over cases where ministers may still be involved in the process.
He told BBC Radio 4's The World at One: "Currently if there are concerns about national security or there isn't a policy statement on the matter or circumstances have changed so that the policy statement is out of date, then ministers will get involved in all those cases, and the planning commission will not make the decision itself."
Mr Betts added that there could be other circumstances where ministerial involvement would be wanted.
The planning bill has been proposed to speed up the development of major infrastructure projects in Britain, such as nuclear power stations, wind farms and airports.
Standard templates will be drawn up and an Independent Planning Commission (IPC), comprised of a panel of experts, will be able to issue or refuse approval, without having to seek agreement from ministers.
Opponents say the IPC should be an advisory body only, but those in favour of the changes say taking the decision back to parliament could add months or years to the process.
MPs are due to vote Wednesday on an amendment which states that the panel should have an advisory role only.
